The government plans to train 100,000 young people a year and provide another 100,000 with their first work experience under a national program to be launched in 2027, Head of Government Fatima Ezzahra El Mansouri told Parliament on Monday.

The program, announced as part of the government’s five-year plan for 2026-2031, comes as some 2.9 million Moroccans aged between 15 and 29 are neither studying, working nor undergoing training.

Figures presented to Parliament put unemployment among those aged 15 to 24 at 29.2pc, while around 300,000 students leave school every year without obtaining a qualification.

Under the proposed scheme, training for 100,000 young people annually will be tailored to the needs of employers, while a separate 100,000 will be offered opportunities to gain their first professional experience.

The government also intends to gradually raise apprenticeship capacity to between 150,000 and 200,000 places a year.

The measures are intended to address the difficulties faced by young people who leave school without qualifications or struggle to find work after completing their studies.

El Mansouri’s program provides for changes to career guidance, vocational training and the quality of education in public schools, alongside support measures suited to local needs.

The government also wants more young people trained for jobs in the digital sector and involved in contracts linked to major infrastructure projects and preparations for the 2030 FIFA World Cup.

In rural areas, the program proposes measures to help young farmers establish themselves.

The government has further pledged to encourage skilled Moroccans living abroad to return home and curb the departure of highly educated graduates.
