The framework agreement was signed in Rabat on July 24th by Leila Benali, Minister of Energy Transition and Sustainable Development, and Nabil Jedaira, President of MEL.
The agreement establishes cooperation across several key areas: strengthening Morocco’s World Energy Council Committee, fostering closer collaboration among public institutions, private companies, academia, and industry stakeholders in the energy sector, and supporting the Morocco Future Energy Leaders (MFEL) program, which aims to develop a new generation of energy professionals.
A key feature of the agreement is its focus on preparing Morocco’s contributions to the 2027 World Energy Congress. This signals the Kingdom’s intention to help shape the agenda of the global gathering rather than simply participate in it.
The signing follows months of coordination led by MEL with several major institutions, including the Moroccan Agency for Sustainable Energy, the National Office of Hydrocarbons and Mines (ONHYM), the Ministry of Industry and Trade, and the Policy Center for the New South.
These discussions focused on renewable energy, green hydrogen, industrial development, and international cooperation—priorities Morocco is leveraging to strengthen its position in the global energy sector. The World Energy Council has welcomed the initiative and expressed its support for reinforcing Morocco’s national committee.
A strategic objective
The partnership aligns with Morocco’s National Energy Strategy and, according to the agreement, is intended to reinforce the Kingdom’s position as a leading energy player in Africa, the Mediterranean, and the Middle East and North Africa (MENA) region. In practical terms, the goal is to establish a stronger Moroccan presence in international energy forums at a time when competition among countries seeking to produce and export renewable energy is intensifying.
