The government has promised to build or improve 100,000 homes in rural areas over the next five years, with eligible families to receive Dh40,000 each and free technical assistance under a new housing scheme.
Presenting her government’s program before Parliament on Monday, Head of Government Fatima Ezzahra El Mansouri said the scheme would focus particularly on emerging rural centers, where the government also plans to ease restrictions on construction.
She said legislation would be introduced to simplify planning and building procedures in villages, allowing development under more flexible planning rules.
Existing houses could also be regularized, provided they were structurally safe and did not violate the rights of others.

The government has also pledged to continue the housing assistance program for homebuyers and press ahead with efforts to eliminate substandard housing.
El Mansouri said housing policy could no longer be confined to putting up more residential units. Families needed homes they could afford in neighborhoods with access to jobs, public transport and essential services.
Her government plans to increase the supply of housing while developing a national rental housing program, alongside accommodation schemes for workers in sectors struggling to recruit staff.
