Najwa Koukouss, president of the National Council of the Authenticity and Modernity Party (PAM), has been appointed Minister of Family, Social Development and Equality in the government headed by Fatima Ezzahra El Mansouri.
King Mohammed VI appointed Koukouss on Friday, bringing the Casablanca lawyer and parliamentarian into the cabinet after more than a decade in the PAM’s ranks.
Koukouss, who joined the party in 2010, rose through its youth organization before being elected president of the National Council at the PAM’s fifth national congress in Bouznika in February 2024.
Her appointment gives her responsibility for a portfolio closely related to the equality and women’s rights issues she pursued during her parliamentary career.
Elected to the House of Representatives in 2021, Koukouss chaired the parliamentary thematic group on Equality and Parity during the 2021–2026 legislature.
She also took part in parliamentary diplomacy, serving as president of the Morocco-Qatar parliamentary friendship group and participating in groups concerned with relations with France, Chile and Azerbaijan.
Koukouss was also a member of the executive committee of the Parliamentary Union of the Organisation of Islamic Cooperation Member States.
Her political career began in Casablanca, where she is originally from the Derb Soltane neighborhood.
A lawyer registered with the Casablanca Bar, she holds a master’s degree in new trends in international law from the Faculty of Legal, Economic and Social Sciences in Casablanca, as well as a master’s degree in criminal sciences and human rights from the Faculty of Law in Mohammedia.
Her legal work and political activities have focused on questions of justice, civil liberties and equality.
Koukouss was selected by the PAM to contest the Anfa constituency in the September 2026 parliamentary elections.
She now takes charge of the Ministry of Family, Social Development and Equality, whose responsibilities include family policy, women’s rights and the promotion of equality.
Koukouss is the mother of two children.
