Morocco is continuing to strengthen its defense capabilities through a new partnership with Harmattan AI, a company specializing in next-generation autonomous defense systems.
In a statement, the company announced that it had signed “a major strategic partnership with the Royal Armed Forces of the Kingdom of Morocco.” According to the company, the cooperation reflects Morocco’s decision to deploy next-generation autonomous air defense capabilities on a large scale beginning in 2026, while continuing to build a technologically advanced and sovereign defense industrial base.
The announcement comes at a time when technological sovereignty has become an increasingly important component of national defense strategies. The partnership extends beyond the acquisition and deployment of technologies and seeks to anchor industrial capabilities and associated expertise within the national economy.
According to the statement, Harmattan AI will contribute to three key areas of cooperation.
The first involves establishing manufacturing capabilities in Morocco to produce autonomous defense systems. The move reflects a desire to strengthen domestic industrial capacity and foster the emergence of a high-tech production ecosystem.
The second pillar centers on the creation of an ambitious research and development center dedicated to artificial intelligence applied to defense systems. According to the statement, the facility will be located in Morocco, underscoring both parties’ determination to place research and innovation at the center of the partnership.
The third area focuses on developing partnerships with Moroccan universities and research institutions. This academic dimension reflects an approach that combines industry, innovation and training to enhance national human capital.
Research and innovation at the heart of the partnership
Beyond industrial considerations, the agreement highlights the importance of scientific research and technological development in building sovereign defense capabilities.
By promoting cooperation with Moroccan universities and research centers, the partnership aims to bridge the gap between academia and the technological requirements of next-generation defense systems. The approach relies on knowledge production, technology development and the training of specialized talent.
The statement emphasized the shared ambition to create an ecosystem capable of supporting Morocco’s long-term objectives in artificial intelligence and advanced defense technologies.
For Harmattan AI, the agreement also reflects its strategy of assisting countries seeking to strengthen their domestic defense industries.

He added that “this collaboration represents the foundation of a long-term partnership with Morocco.”
Through the alliance, Morocco and Harmattan AI have set out a shared vision based on three priorities identified in the statement: local industrial production, the development of research in artificial intelligence applied to defense and stronger ties with Morocco’s higher education and research ecosystem.
The partnership places technological sovereignty and control over strategic capabilities at the center of this new phase of cooperation.
