Rachid Hamouni, a senior figure in the Party of Progress and Socialism (PPS) who led its parliamentary group, has been appointed Minister Delegate for Social Inclusion in the government headed by Fatima Ezzahra El Mansouri.

King Mohammed VI appointed Hamouni on Friday on the proposal of the Head of Government, bringing the PPS politician into the executive weeks after his re-election to the House of Representatives.

Hamouni retained his parliamentary seat in the September 2026 elections and had been chosen to lead the PPS group for a second term covering 2026–2031.

A member of the party’s political bureau, he has built much of his political career around issues affecting rural communities, particularly in the Middle Atlas.

During his time in Parliament, Hamouni pressed for improvements in basic infrastructure, better access to healthcare, support for livestock breeders and the rehabilitation of rural areas.

He was also among the MPs who called for a parliamentary inquiry into state subsidies for sheep and cattle imports during the controversy known as the Frakchiyas affair.

The demand sought scrutiny of public assistance provided for livestock imports, an issue that had drawn attention during his previous term as head of the PPS parliamentary group.

Born in Missour, in Boulemane province, in 1971, Hamouni began his political activities in the youth wing of the Socialist Union of Popular Forces (USFP).

He later joined the PPS following a split and rose through its ranks to become a member of the political bureau and leader of its parliamentary group.

Before entering the insurance sector, Hamouni obtained a degree in chemistry from Sidi Mohamed Ben Abdellah University in Fez.

He is married and has three children.
