The Hassan II Grand Stadium in Benslimane has advanced to its next stage with the National Agency for Public Facilities (ANEP) launching three new tenders this month. These tenders cover key infrastructure components, allowing ANEP to move forward with the project’s implementation. The focus of these contracts is on the complex’s external areas, playing facilities, and spectator stands.
According to estimates prepared by the delegated project owner, the three contracts have a combined estimated value of MAD 3.05 billion.
Over MAD 2.68 billion for external works
The largest contract, Lot 07, is dedicated to the external works of the Hassan II Grand Stadium, with an estimated value of MAD 2.68 billion.
This comprehensive package covers the development of areas surrounding the sports complex and the essential infrastructure for its operation.
It includes preparatory work, construction site installations, earthworks, and other preliminary operations. Also included are roads, access routes, intersections, service roads, pedestrian paths, esplanades, and plazas surrounding the stadium.
The contract further encompasses civil engineering structures vital for external works, such as access ramps, retaining structures, walls, stairs, culverts, and underground structures.
To ensure the future complex’s connectivity, the contract mandates connections to various utility networks, including drinking water, electricity, telecommunications, fiber-optic, internet, and other systems crucial for the stadium’s functionality.
Landscaping is another key component, featuring green spaces, planting, and the installation of irrigation systems.
The complex will also be outfitted with fixed outdoor furniture, such as benches, waste bins, bollards, posts, barriers, handrails, seating, and wayfinding equipment.
Finally, the contract covers architectural finishes, cladding, decorative elements, connections, testing, adjustments, and commissioning necessary for the full operation of the external facilities.

Nearly MAD 92.5 million for the playing surface
The second contract, Lot 08, launched by ANEP, focuses on developing the playing area with a hybrid natural and artificial turf. The estimated value is MAD 92,474,406, including tax.
This contract covers various works required for the construction and maintenance of the playing surface, including earthworks, drainage, substrate installation, and the laying of hybrid grass.
It also includes drainage networks and the pitch irrigation system. Additional works will address goals, pitch markings, and equipment essential for operating the playing area.
The package also provides for artificial growth lighting, a forced ventilation system for the grass, and other works required for the decorative turf.
MAD 277.5 million for stadium seating
The third tender, Lot 09, involves the installation of seating in the stands, with an estimated value of MAD 277 million.
This contract specifies the supply and installation of various types of seats for spectators and different stadium areas. These include public seating, media areas, hospitality spaces, Skyboxes, as well as VIP, VVIP, and press seats.
Seats adapted for people with reduced mobility and easy-access seats are also planned.
Furthermore, the contract includes the supply of spare seats, along with the supply and installation of tables and platforms for the press.
Platforms for cameras and presentation areas are also covered, alongside topographical checks to ensure accurate installation and numbering of seats.
Ultimately, the project will require a numbered as-built plan detailing the exact location of all seats in the stands.
With a planned capacity of approximately 115,000, the Hassan II Grand Stadium is poised to become the world’s largest football stadium. Designed as part of preparations for the 2030 World Cup, which Morocco will co-host with Spain and Portugal, the Benslimane stadium is a cornerstone of Morocco’s tournament preparations.
