Casablanca City Council President Nabila Rmili announced the signing during an extraordinary session of the council, confirming that the agreement had entered into effect following the approval of the contracts and amendments governing the sector.
The formal signing, completed on Monday, clears the way for the implementation of one of Morocco’s largest waste-management projects, representing a total investment of approximately 11 billion dirhams over the duration of the contract.
Rmili said the company entrusted with operating the new center is scheduled to begin work on the ground on Jan. 1, 2027. Transitional arrangements will remain in place until all the technical and engineering infrastructure required for the project is completed.
The facility will be located in Majjatia Oulad Taleb, in Mediouna province on the outskirts of Casablanca.

The project is designed to increase the recovery of waste for material and energy purposes, with a target recovery rate of 72%, while reducing the share sent to landfill to 24%. It will also include a facility for producing electricity from waste.
It is designed to process and recover approximately 1.49 million tonnes of household and similar waste each year, equivalent to around 4,000 tonnes per day.
The delegated management contract will run for 33.5 years. The planned site covers more than 240 hectares.
The new system is also intended to pave the way for the definitive closure and rehabilitation of the old Mediouna landfill, a longstanding environmental challenge for the Casablanca metropolitan area.
The site is to be rehabilitated according to modern environmental standards, with measures aimed at protecting the surrounding ecosystem and groundwater.
