The session, scheduled for October 5 in Taroudant and chaired by Karim Achengli, the regional coordinator of the National Rally of Independents (RNI) and a member of its political bureau, was attended by just 18 of the council’s 57 members.
The lack of quorum meant the council could not begin its work or examine the items on its agenda, forcing the session to be postponed.
The absence comes two days after PAM announced that it was ending its political alliance and coordination with the RNI across all local authorities in Chtouka Aït Baha province.

PAM-RNI tensions reach regional institutions
The latest development signals that tensions between the PAM and RNI are beginning to affect elected institutions in the Souss-Massa region.
On Saturday, October 3, the PAM’s provincial secretariat in Chtouka Aït Baha announced the end of its alliance and political coordination with the RNI across the province’s territorial authorities.
The party cited “political and organizational considerations” as well as recent changes in the local political landscape.
The Chtouka Aït Baha decision is so far the first formal rupture between the two parties at the local level. The failed regional council session adds another development to the sequence, although it does not by itself establish what will happen to the regional majority.
The episode also raises the broader question of the future of alliances formed within local authorities after previous elections, following major changes in the country’s national political balance.
