The number of Mandatory Health Insurance (AMO) beneficiaries reached 25.08 million in 2025, up 3% from 2024, the National Social Security Fund (CNSS) said. Benefits paid reached 22.65 billion dirhams, an increase of 17%.
The AMO scheme for salaried workers had more than 4 million primary insured persons, up 5%, with 9.22 billion dirhams in benefits paid, an increase of 12%. The scheme for self-employed workers had 1.69 million primary insured persons, up 4%, while benefits paid reached 2.28 billion dirhams, up 24%.
The figures were included in a CNSS statement following an ordinary meeting of its board of directors, chaired on Thursday in Casablanca by Minister of Economy and Finance Nadia Fettah.
The self-employed workers’ scheme continues to face a structural deficit, with benefits paid far exceeding contributions collected. The benefits-to-contributions ratio reached 157% in 2025, up 25 percentage points from 2024.
To address the imbalance, the CNSS and the departments concerned are working to increase enrollment in the scheme and improve contribution collection.
The AMO TADAMON scheme covered 3.95 million people and paid 8.49 billion dirhams in benefits, up 13% from 2024. AMO ACHAMIL covered 265,551 primary insured persons, an increase of 70% from 2024, with 1.36 billion dirhams in benefits paid.
The CNSS General Scheme also recorded positive growth. The number of employees declared to the CNSS reached 4.24 million in 2025, up 4% from the previous year, while declared payroll rose from 222.51 billion dirhams to 244.84 billion dirhams, an increase of 10%.
Contributions due reached 36.46 billion dirhams in 2025, up 9% from 2024. Benefits paid rose from 29.7 billion dirhams in 2024 to 31.5 billion dirhams in 2025.
According to the CNSS, the results reflect efforts to improve contribution collection and combat social fraud. The Caisse carried out 10,411 inspection and monitoring operations in 2025, up 22% from 2024.
The operations led to the regularisation of the status of 151,682 employees, up 24% from 2024, and covered a declared payroll of 6.6 billion dirhams, an increase of 63% from the previous year.
Amounts recovered through collection efforts reached 5.25 billion dirhams in 2025, compared with 4.79 billion dirhams in 2024, representing a 10% increase.
During its meeting, the CNSS board approved the General Director’s management report and the ceiling for management costs under the social security scheme. It also took note of the State Controller’s annual report, approved the CNSS accounts and adopted the action plan and budget for 2026.
The board also examined and approved several strategic measures to support the Caisse’s new responsibilities. These include strengthening information systems security, creating a subsidiary dedicated to accelerating digital transformation and establishing another subsidiary to manage CNSS polyclinics.
