Direct social assistance brings exceptional allowance for households taking up formal employment

An exceptional allowance is being introduced for households that lose their eligibility for Direct Social Assistance after the head of household or one of the spouses takes up declared employment in the private sector. The allowance will match the amount of assistance previously received and may be paid for up to 12 months. If the job is lost involuntarily, the household will be automatically reinstated in the program.

An exceptional allowance will now be paid to households that lose their entitlement to Direct Social Assistance (ASD) after the head of household or one of the spouses takes up declared employment in the private sector. The amount of the allowance will be equal to the social assistance previously received and may be maintained for a maximum of 12 months.

The measure came into effect following the publication in the Official Gazette on July 30, 2026, of Decree No. 2.26.434, amending the implementing decree for Law No. 58.23 on the Direct Social Assistance scheme. It complements the provisions of Law No. 041.26, which amends and supplements Law No. 58.23 on the Direct Social Assistance scheme.

Under the new rules, a household loses its eligibility for ASD once the head of household or one of the spouses is registered with the social security system applicable to the private sector. The household may, however, apply for the exceptional allowance, whose amount corresponds to the Direct Social Assistance it received before leaving the program.

The allowance is granted only once, for a maximum period of 12 months. Beneficiaries may receive it for 12 consecutive months or over separate periods. Applications are submitted through the www.asd.ma platform.

The text also provides for a return to Direct Social Assistance if the beneficiary loses their job involuntarily. If the worker loses their job for a reason beyond their control, their household will be automatically reinstated in the ASD program.

The measure addresses a situation that has emerged since the launch of Direct Social Assistance in 2023. Some beneficiaries had been reluctant to take up declared employment, particularly out of concern that they would immediately lose their assistance after being registered with the National Social Security Fund (CNSS).

Under the new allowance, leaving the ASD program after being registered with social security will therefore no longer mean an immediate end to financial support. The household will have a transition period of up to one year, with an allowance equivalent to the assistance it previously received under the ASD program.

The scheme also provides protection if this transition does not work out. An involuntary loss of employment will allow the household to immediately regain access to Direct Social Assistance, preventing it from being left without support for an extended period.

The stated objective is to facilitate the transition of social assistance beneficiaries into the formal labor market, without the prospect of immediately losing ASD becoming a barrier to taking up declared employment.

The measure is part of the continued implementation of King Mohammed VI’s directives aimed at consolidating the foundations of the social state and strengthening social protection mechanisms for citizens.
