Nearly MAD 2 billion has been earmarked for 2027 for the six Moroccan stadiums selected to host matches at the 2030 FIFA World Cup. The figures appear in the regional investment breakdown accompanying the draft 2027 Finance Bill. The six projects, overseen by the National Company for the Development and Management of Sports Facilities (SONARGES), have a combined estimated cost of MAD 23.765 billion.

The MAD 1.977 billion represents payment appropriations, meaning the funds budgeted to cover construction expenditure during the 2027 financial year. It is not additional funding on top of the projects’ overall costs, which are spread over several years. Nor does the budget allocation mean the money has already been disbursed.

Benslimane leads stadium investment

The Grand Stade Hassan II in Benslimane, located in the Casablanca-Settat region, receives the largest allocation for 2027.

The future stadium, with an estimated total cost of MAD 6.685 billion, has been allocated MAD 889 million in payment appropriations. It alone accounts for nearly 45% of the funding scheduled for the six venues in 2027.

With a planned capacity of 115,000 spectators, the Hassan II Grand Stadium is one of the flagship projects for the 2030 World Cup. The venue has also been put forward as a potential host for the final.

Rabat’s Prince Moulay Abdellah Sports Complex ranks second, with MAD 550 million in payment appropriations scheduled for 2027. Its total project cost is estimated at MAD 6.738 billion, making it the most expensive of the six stadium developments.

In Tangier, MAD 494 million has been allocated to the Grand Stadium, where the overall cost of construction work is estimated at MAD 2.781 billion.

Together, the stadiums in Benslimane, Rabat and Tangier account for MAD 1.933 billion, or nearly 98% of the payment appropriations scheduled for the six venues in 2027.

Smaller allocations for Fez, Marrakech, and Agadir

The amounts budgeted for the remaining three World Cup stadiums in 2027 are considerably smaller.

The Fez Sports Complex receives MAD 14 million in payment appropriations, against an estimated total project cost of MAD 2.645 billion.

The Grand Stadium of Marrakech, with total investment estimated at MAD 2.476 billion, has been allocated MAD 15 million for 2027.

The Grand Stadium of Agadir receives the same amount, MAD 15 million in payment appropriations, against a total project cost of MAD 2.440 billion.

These differences in annual allocations do not necessarily mean that some projects are less important than others. They primarily reflect the financial schedule for 2027 and do not, on their own, indicate how far construction work has progressed.

Nearly MAD 23.8 billion for six stadiums

Together, the six projects represent a combined investment of MAD 23.765 billion. The MAD 1.977 billion scheduled for 2027 forms part of that overall amount, with funding spread across several years.

A distinction must also be made between appropriations included in the budgets of public institutions and state-owned enterprises and expenditure allocated directly through the central government budget.

Moreover, these figures cover only the six sports facilities identified in the budget document. They exclude other investments associated with preparations for the 2030 World Cup, particularly in transport, airport infrastructure and related facilities.

With less than four years remaining before the tournament, the draft 2027 Finance Bill provides a further picture of how Morocco is financing its stadium program. For the coming financial year, the Hassan II Grand Stadium in Benslimane commands by far the largest allocation of payment appropriations.
