Decree No. 2.26.744, published in the Official Gazette No. 7547 on September 27, approves the development plan for the Mar Chica site, known as PAS02/AASLM/2026, and the regulations governing it. The decree also declares the plan to be in the public interest.
The approval provides a legal framework for land use and urban development, with the aim of coordinating future projects with the area’s urban, environmental and spatial characteristics.
The new plan is intended to guide urban expansion and future investment while protecting the lagoon’s environmental and natural assets. It also sets rules for development in an area at the heart of the wider Mar Chica development project.
The plan is expected to improve legal certainty for investors and project developers, some of whose projects had been awaiting the completion of the area’s urban planning framework.
It also provides for measures to support the development of the site, including new hotel and tourism facilities and related services. The aim is to strengthen Mar Chica and Nador’s appeal as a tourism and investment destination on Morocco’s Mediterranean coast.

The approval comes as Nador is preparing for major economic and infrastructure changes, including the expected start of operations at the Nador West Med port complex. The port is expected to drive new investment and logistics activity in the province.
Against this backdrop, the Mar Chica development plan is expected to help channel new investment, improve the area’s attractiveness and create jobs while balancing urban and economic development with environmental protection.
The broader objective is to establish Mar Chica as a Mediterranean hub for sustainable growth.
