The PAM and three Koutla parties on Monday formally agreed to form the next government under Fatima Ezzahra El Mansouri, ending days of negotiations over who would join the ruling coalition.

The agreement gives the designated head of government the backing of 207 members in the 395-seat House of Representatives, nine more than the 198 needed for a majority.

A joint statement issued in Rabat named the Authenticity and Modernity Party (PAM), Istiqlal, the Socialist Union of Popular Forces (USFP) and the Party of Progress and Socialism (PPS) as the four coalition partners.

The announcement came after two rounds of consultations led by El Mansouri, whose party emerged as the largest in the September 23 parliamentary elections.

She was appointed head of government by King Mohammed VI under Article 47 of the Constitution.

The PPS had already given its go-ahead earlier on Monday, when its political bureau decided to join the government after considering the outcome of talks with El Mansouri.

The party said it had found broad agreement with her on the main policy questions and was satisfied with the atmosphere in which the negotiations had taken place.

The four parties, in their joint statement, said they had agreed on the need for a “strong and cohesive” majority to deal with the country’s challenges and meet public expectations.

They cited social justice, reducing regional disparities, protecting rights and freedoms and improving economic prosperity among the priorities of the next government.

The coalition partners also claimed to share common political ground and views on the reforms to be pursued, including democratic governance and strengthening the country’s productive capacity.

The agreement settles the question of which parties will sit in government, but not who will hold the ministerial portfolios.

The four parties said they would put forward names for the cabinet on the basis of competence, political judgement and integrity.

They also undertook to prepare the government program at the earliest, without giving a date for the announcement of the ministerial team.
