Fouzi Lekjaa turned his fire on the RNI’s record in Boulemane on Friday, saying officials from the party running most of the province’s communes should apologise to residents before coming back to ask for their votes.
Speaking at a PAM campaign rally in Missour, Lekjaa described conditions in the province as “catastrophic”, pointing to shortcomings in drinking water, sewerage and roads despite five years under the current local leadership.
The RNI runs around 16 communes in the province, according to Lekjaa.
He said two visits to the area had shown him a province whose basic infrastructure bore little relation to its potential and accused RNI officials of returning for the September 23 elections with the same promises they had made in 2021.
For Lekjaa, the test was a fairly basic one. Some communes, he said, were still asking for drinking water and sewerage in 2026.
He called for those responsible to be held to account, saying political office had to come with responsibility for what was — or was not — delivered.
Lekjaa then set out what PAM says it would do differently in the province.
One proposal is to improve road links between Boulemane’s 21 communes and the Guercif corridor, giving the province better access to Nador West Med port. Lekjaa said the connection would help local producers reach larger markets and could bring investment and jobs to the area.
He also returned to direct social assistance, criticizing eligibility rules that he said could exclude struggling families because they owned a mobile phone or motorcycle.
PAM wants those criteria revised and has proposed gradually doubling direct assistance to vulnerable families to MAD1,000 by 2030.
The party is also campaigning for a minimum monthly pension of MAD3,000.
Lekjaa asked voters to take their dissatisfaction to the ballot box on September 23 and back PAM candidate Mohamed El Miri.
The party, he said, wanted more young people and women from the province to take places in local politics, with voters judging those elected on what they actually deliver.
