Moroccan Agency for Sustainable Energy (Masen) launched the prequalification phase on Wednesday, October 14, for the construction and operation of solar photovoltaic power plants with a combined capacity of at least 350 megawatts (MW) across several regions of Morocco.
The Noor PV Multisites program will involve the development of several photovoltaic plants nationwide, as Masen moves forward with its solar energy projects.
The prequalification process aims to identify companies with the technical and operational expertise required to design, procure equipment for and build the facilities, as well as operate and maintain them.

The projects will follow the Engineering, Procurement and Construction (EPC) model, under which a contractor is responsible for the design, equipment supply and construction of the plants. The contract will also cover their operation and maintenance (O&M).
Through this multisite approach, Masen aims to harness the solar potential of different regions of Morocco while supporting renewable energy development and creating local economic value.
Interested companies have just over six weeks to submit their applications. The prequalification documents are available on Masen’s electronic procurement platform at etendering.masen.ma.
The deadline for applications is Monday, November 30, 2026, at 12:00 Moroccan time.
