The memorandum was signed by High Commissioner Mustapha El Ktiri and Lieutenant General Bê Xuân Truong, president of the Vietnam Veterans Association. It aims to strengthen cooperation and joint action between the High Commission and counterpart institutions and organizations dealing with former resistance fighters in friendly and partner countries.
Speaking on the occasion, El Ktiri highlighted the depth and strength of the historical and diplomatic ties between Morocco and Vietnam. He said several initiatives and projects are underway to continue historical, cultural, human and universal exchanges between the two countries.
Through the memorandum, as well as a friendship and cooperation agreement expected to be concluded between the two institutions, the High Commission seeks to preserve historical memory and pass its significance on to present and future generations, El Ktiri told the press.
The Vietnamese official welcomed the historical ties between the two countries, saying the memorandum reflects the two sides’ commitment to continuing joint efforts to strengthen cooperation and exchange experience and expertise in areas of common interest.

Vietnam’s Ambassador to Morocco Le Kim Quy said relations between the two countries are seeing positive and concrete developments, pointing to an increase in high-level meetings and visits in recent years as evidence of mutual trust and a shared commitment to strengthening the strategic partnership.
The event also featured a presentation honoring the memory of Moroccan General Mohamed Ben Omar Lahrech (1914–1971). Researcher in legal and political sciences Salah Eddine Chennaoui highlighted the Moroccan activist’s exceptional role in Vietnam’s struggle for independence.
The memorandum was signed during a working session held as part of the friendship and working visit to Morocco by the president of the Vietnam Veterans Association and his accompanying delegation. The visit runs from September 9 to 14.
