At a time when the international landscape is marked by growing turbulence, recurring geopolitical conflicts and complex security challenges, ranging from terrorism to cyber risks, public security governance has become one of the pillars of national development and stability. It was against this turbulent global backdrop that the “Global Public Security Index Report (2025-2026)” was officially published on September 9 by the Lianyungang Global Public Security Cooperation Forum.
Assessing public security conditions in depth across 62 countries worldwide, the multidimensional study highlights the remarkable performance of the Kingdom of Morocco, which ranks as the leading African country.
The 2025-2026 edition of the report expanded its analysis to 62 countries, combining data from open sources with public opinion surveys involving nearly 65,000 respondents. It notably presents the scores of the 20 countries recording the best performances worldwide. Morocco stands out as the only African country among them. The Kingdom scored 76.15 points overall, placing it first on the African continent. This ranking reflects the country’s ability to implement security governance that is effective, rigorous and structured.
The pillars of public security in Morocco
The report’s assessment model is based on a system of indicators structured around four main dimensions: public order and security, counterterrorism, cybersecurity and road safety. It combines statistical data, public perceptions and governance assessments.
Detailed data on Morocco highlight several key areas. With an overall score of 76.15 points, the Kingdom posted strong performances across the different components assessed. It recorded a particularly high score in counterterrorism, with 87.45 points, confirming the effectiveness of its proactive and internationally recognized strategy in countering radicalization and neutralizing terrorist threats.
In public order and security, the Kingdom scored 73.82 points, reflecting its effective management of public spaces and its efforts to preserve citizens’ peace and security.

The country also scored 71.73 points in cybersecurity, a dimension that incorporates emerging challenges linked to artificial intelligence, and 71.50 points in road safety.
Beyond statistical performance alone, Morocco’s place in the report further strengthens its geostrategic standing as a haven of stability. On an African continent marked by major disparities and complex security challenges, particularly regional tensions and cross-border crises, the Kingdom has positioned itself as a model of institutional and security resilience.
By ranking among the 20 countries recording the best performances in the report, Morocco is validating a governance approach that combines respect for public order, the effectiveness of law enforcement and citizens’ confidence in the security of their everyday environment.
Morocco’s place in the “Global Public Security Index Report (2025-2026)” thus reflects the country’s and its institutions’ sustained efforts. As the only African representative among the 20 highest scores published, with 76.15 points, the Kingdom is not merely ensuring the protection of its citizens. It is also asserting itself as a pioneering model, an exporter of best practices and a major player in peace and public security, both regionally and internationally.
