Morocco, Kuwait move to formalize security and intelligence cooperation

The director general of National Security and National Territory Surveillance, Abdellatif Hammouchi, received Kuwait’s ambassador in Rabat on Thursday, September 24.

Abdellatif Hammouchi, who heads the General Directorate of National Security (DGSN) and the General Directorate for National Territory Surveillance (DGST), received Ahmed Abderrahmane Al-Bakr, Kuwait’s ambassador to Morocco, at the DGSN’s new headquarters in Rabat on Thursday, September 24. The meeting underscored the strong, historic and fraternal ties between the two countries, as well as their shared desire to expand and deepen their partnership.

The official meeting was held as part of ongoing consultations aimed at strengthening bilateral cooperation between the two brotherly countries, particularly in areas of shared security interest. The talks provided an opportunity to review joint mechanisms that could address emerging security challenges and strengthen direct and effective communication channels between Kuwaiti security services and their Moroccan counterparts, who have become a credible and reliable partner within international security cooperation frameworks.

The two sides also discussed ways to expand the exchange of expertise and experience across various areas of police work, particularly the fight against cross-border organized crime and terrorist threats. They also stressed the importance of developing joint training and capacity-building programs to strengthen the professional skills and operational capabilities of security officials in both countries.

The initiative reflects the DGSN-DGST’s strategic approach of maintaining lasting engagement with its regional and international environment while strengthening security partnerships with Arab countries. The talks also reflect the firm determination to implement the enlightened vision of the two countries’ leaders, aimed at consolidating security and stability and protecting the higher and shared interests of their two brotherly peoples.

At the end of the meeting, the two sides reaffirmed their continued commitment to pursuing joint efforts and stepping up field and operational coordination in security and intelligence cooperation, in the service of security and peace. They also agreed on the need to institutionalize bilateral cooperation by signing a security memorandum of understanding in the near future. The aim is to ensure that this cooperation remains an essential tool for strengthening Morocco and Kuwait’s ability to anticipate and counter various security challenges and risks.
